The French Voice

I recently read an article in which the author stated that he felt that the French get cariactured  in the media because they are not readily able to present their viewpoints in English. He went on to say that the French "voice" is rarely heard, resulting in an overwhelmingly Anglo-American narrative of the world. He states that the French need to do a better job of presenting their case in English, to ensure that their voice is heard by non-French speakers. What do you think? Is it fair to expect the French to present their ideas and viewpoints in English to be heard on the world stage?
